【C-4 bomb component used in Glorietta blast - PNP chemist】
Traces of a main component of the powerful C-4 military grade plastic explosive were found at Glorietta mall in Makati City, where a bloody explosion took place on Friday afternoon, a chemist from the Philippine National Police Crime Laboratory told President Gloria Macapagal Arroyo during Saturday's briefing at Camp Crame in Quezon City.

The chemist told Mrs Arroyo, Palace, military and police officials that after an analysis of chemical samples from swabbing, experts determined that residues of the C-4 component "RDX" was present in the explosion site.

RDX stands for royal demolition explosive, an ingredient in C-4, also called cyclotrimethylene-trinitramine (C3H6N6O6), which is made up of polyisobutylene, the binder, and di(2-ethylhexyl) sebacate and the plasticizer, which makes the element material malleable.

In making C-4 blocks, explosives manufacturers take RDX in powder form and mix it with water to form slurry. The binder material is then added, and dissolved in a solvent, afterwards, materials are mixed with an agitator.

After mixing, the solvent is removed through distillation. The water is also removed through drying and filtering, which results in a relatively stable, solid explosive with a consistency similar to modeling clay.

Aside from being used widely in military and industrial applications, RDX is also a major component of many plastic bonded explosives for nuclear weapons.

“We can assume those are military ordnance components. We presume those explosives could be of that origin," the PNP chemist, whose name was not disclosed, told Arroyo at the conference.

Armed Forces of the Philippines chief of staff Gen. Hermogenes Esperon Jr said RDX is a controlled substance.

But the PNP chemist said they are still trying to collect more samples from the site. “At this point in time that is what we got from our laboratory," she said.

Also, the PNP said it has asked its counterparts abroad for assistance in preventing a repeat of the bloody explosion.

Police chief Director Gen. Avelino Razon Jr said he has ordered the PNP’s anti-terror group Task Force Sanlahi to be “on the lookout" for terrorism suspects. “We have this watchlist of terrorists and directed Task Force Sanlahi to be on the lookout and arrest them if they are in the area."

“We also requested different security agencies to instruct security guards to be more deliberate in the conduct of their search of bags and packages entering these places," he added.

Metro Manila police chief Dir. Geary Barias said they have also started reviewing closed-circuit TV (CCTV) footage of the area where a blast occurred Friday afternoon.

“CCTV footage is being reviewed to detect suspects in the incident. Coordination has been made with management to provide the structural design of the building," Barias said.

But he admitted the source of the explosion and the perpetrators have yet to be identified at this time. He said swabs of the area are still being analyzed.

On the other hand, he said chokepoints and checkpoints have been in place since Friday night.

昨日フィリピンのマカティで爆発事故がありました。
マカティというところはショッピングモールやオフィス街そして高層ビルのイメージで、観光客もよく訪れます。
そして今回爆発事故のあったマカティのグロリエッタというところは
観光客も多く、自分も事故の遭ったすぐそばのスターバックスはよく待ち合せなどに使っていて当日もすぐそばにいました。

当初は店舗のガス爆発という事だったのですが、被害があまりにも大きかったためＣ４の爆発という話がでてきて今ではテロの仕業という説がもっとも信頼できる情報として今もグロリエッタ周辺では検問があちらこちらで見られ、当分ショッピングモールなども閉鎖されるようです。

１．１０月１９日に発生しましたマニラ首都圏マカティ市における爆発事件に関する続報につき、以下のとおり、お知らせ致します。
（１）１０月１９日午後１時３０分頃、マニラ首都圏マカティ市のグロリエッタ・モールで爆発が発生し、１９日１９時現在８名が死
亡し、８０名以上が負傷した模様です。
（２）当大使館としては、事件発生直後より、フィリピン治安当局を通じて情報収集に努めるとともに、同事件により被害者が搬
送された病院に当館館員を派遣し、邦人安否確認を行っています。
これまでに当館館員が入手した情報によれば、マカティ市における爆発の被害者は、マカティ・メディカル・センター及びホスピタ
ル・ナ・マカティに運ばれておりますが、現在までのところ、邦人についての被害は確認されていません。
（３）爆発の原因については、現在、フィリピン国家警察が調査中です。

２．今回の爆発事件の発生を受けて、フィリピン治安当局は、マニラ首都圏における警戒度を最高度に高めました。

ポーランドで行われた前ローマ法王ヨハネ・パウロ2世の2周忌の記念セレモニーで法王の姿が炎の形となって浮かび上がったそうです。信者によると右手を上げて祝福している姿であるとのこと。
このかがり火はヨハネ・パウロ2世の出身地近くであるBeskid Zywieckiで焚かれたもの。セレモニーには何百人もの人が出席し、写真を撮影したGregorz Lukasik氏は帰宅した後に炎の姿に気づいたそうで、「ヨハネ・パウロ2世が生前と同じように今でも各地を巡礼していることをこの写真で証明できて嬉しい」と述べています。
ヨハネ・パウロ2世の親友だったJarek Cielecki司祭は「炎の中に人の姿が見えますよね。私は神の使者であるヨハネ・パウロ2世だと思います」と述べているそうです。
